In Croatia the concept of social innovation is still new to all stakeholders, particularly local policy makers and administration remain weary of the concept. In compliance with EU regulations to experiment with social innovations, however, several policy initiatives have been launched in Zagreb. As a result there is now some access to affordable housing for young families in the city. Will this change attitudes?
